Development—does it mean creating something entirely new from a blank slate?

This place once had a white tower built with donations from prominent figures. However, over time, it lost attention and its presence faded away. Liam Gillick, an artist who focuses on human diversity, took note of this issue.

He created a vibrant, faceted tower, aiming to make it a symbol of the town’s diversity. He built it around the existing white tower, preserving the old while introducing the new.

Please make sure to visit the basement. The upper part of the original white tower housed a device considered a precursor to solar power generation.
This device uses solar energy to help plants grow underground. Liam appreciated this sustainable structure, which remains to this day.
