The large road running along Chibu Bay was recently built through the land reclamation here.
In the past, the main street in Ōe was actually the thin path that runs behind this one. This is evidenced by the stones remaining from cliffs that suggests there was once a beach here. Also, take a look at the houses lining the road here. Putting aside the newer homes, the older homes are all lined up with their backs to the road. That also proves that the main street was indeed the thin road behind this one.
And it is not just this road. Most of the roads by the ocean were made recently. Before land reclamation and these coastal roads, travel between districts required traversing treacherous mountain paths.
